Grey out comment toggling in menu instead of confusing users with an error message

When I try to toggle comments in a plain text file, I get the error message

"Could not determine the comment character for %s document type".

Such an error message confuses the user, and possibly makes them think they did something wrong. This is of course not necessary.
It would be better to not offer the action "toggle comment" when it is not feasible.
