TODO list does not support plain text files

Description

How to reproduce:

  1. Open plain text file in Padre
  2. Add a TODO item somewhere
  3. Activate "View"->"Show To-Do list"

Observation: The list is empty.

Expected: TODO items should be found in any file type.
