crash when activating plug-in as user 'root'

Description

A user reported this on IRC for 0.72.

I could reproduce it on the trunk version using Ubuntu.

How to reproduce:

  1. become root
  2. start Padre
  3. open plug-in manager
  4. select any plug-in and activate it

Output:
DBI connect('/root/.local/share​/.padre/config.db',,...) failed: unable to open database file at (eval 172) line 21
