use integrated CPAN installer for Plug-in installation

Description

Padre has an integrated CPAN installer in 'Tools' -> 'Module Tools'.

In 'Tools' -> 'Plug-in Tools', there is a 'Plug-in List' option which opens a web browser to display the Padre plug-ins available on CPAN.

It would be nicer to enable the user to directly view and install Padre plug-ins from within Padre, using the integrated CPAN installer that is available anyway.
