Expand the notion of a "project" in Padre

Description

More situations should be recognized as "projects" by Padre, even if there is no Makefile.PL or YAML file present.

Example:
If we have a file Directory/Foo/Bar?.pm describing a Perl module Foo::Bar, then Directory should be its project root directory, even if there are no other files indicating that this should be a project.

This should also fix the problem that syntax highlighting fails in such cases.
