Filter through Perl: use ellipsis in menu entry '...'

Description

The menu entry "Edit" -> "Filter through Perl" should be "Filter through Perl ..." because we require user input before the filtering action.

I would fix this immediatly myself, but I am currently working on the release branch, so this is a reminder for later ... still anyone who wants to fix this in trunk step up.

another tiny thing: The window title should be "Perl Filter", not "Perl filter", to be consistent with other window titles.
