Padre::Logger fails when Plugin is reloaded

Description

when run with

perl dev -a -t Padre::Plugin::Cookbook::Recipe04::Main

Padre::Logger

stops working when you perform a

tools -> Reload All Plugins

I guess it needs to be kicked when it's bean given a Padre::Plugin class to log

downgraded to minor as this only affects plugins, and we cause issue by reloading plugin, but it should stay open.
