Description
Padre does not start on Windows XP SP3 platform due to library
wxbase28u_gcc_wxp_binary_14_0.dll not found
I use Active Perl 5.14.2 build 1402
wxWidget 2.18.
I built wxWidget libraries by gcc 4.5 (minGW tool chain)

This is almost certainly a bug in Wx and Wx::Alien on ActivePerl?, and not related to Padre.
There is nothing we can do to resolve this, rejecting (unfortunately).
