Padre::Plugin::SpellCheck 1.24 appiers to work with out Text::[Hun|A]spell installed

Description

This is because plugin_enable, return status was not being checked in Padre::PluginHandle.

ie if plugin_enabled returned 0 or 1 was not being handled.
