I would not advise such a feature: finding the right encoding is often a guesswork.
For instance there are few differences between iso8859-1 and iso8859-15,
mostly char A4 is ¤ in the former and € in the latter

because you use a shitty toolkit (Gtk) that doesn't even have that basic feature
 KDE text editors do it correctly: after the field for the file name,
you can select the encoding name in the open/save standard dialog
