Padre 0.17 doesn't display anything regarding UTF-8 encoded files.

Description

Padre 0.17 can open UTF-8 encoded files, but displays blanks all over the files.
My circumstances are Perl5.8.8(ActivePerl817), and Win32 XP.

Can you please confirm it is fixed in 0.19 or in SVN/trunk ?
