Text formatting in the diagnostics error message

Description

The error explanations (from perldiag) provided by Error List are currently displayed in a plain-text message box. Change the message box to something html-based and display the explanation with any formatting it may contain.

Functionality has been refactored into the syntax panel. Bugs does not longer apply.
