Add Live Support links to Help menu

Description
Once we complete bug #367, add support for Live Support websites to the Help menu.
These should consist of a core set of always-visible help channels (Padre Support, Perl Questions) plus additional channels that appear in the Help menu if we are on a specific operating system, or have a locale in a language that has an obvious irc.perl.org channel that is relatively active.

this is now outsourced to the irc.html page, in padre we should have the link
to Perl help and it already sends out the locale to the irc.html page that can redirect to the
correct channel.
