Description

Steeling from Eclipse:
Ctrl-Shift-L should open a window listing all the menu options along with the shortcuts (where available). the user should be able to go over the list and select the menu option from that pop-up window.

The user should be able to sort the entires. (Abc of the name,
short-cut, how often they were used by the user, how often are they used by the general public of Padre users etc)

There should be a text window where the user can type a string that
will filter the options on that string to make it easier to locate an option.

Maybe this should be part of the Ecliptic plugin.

Note that "Quick Access Menu" already implement that but the event cannot be simulated until we provide an API from Padre to trigger menu events in Padre.

I took the liberty to implement the same CTRL-Shift-L Eclipse dialog in r5083.
