Start padre.

From the command line type in padre testing.pl.

On windows Padre doesn't start and returns an error saying it can't find the file.

On testing this on linux (Ubuntu 9.04)

padre &

open a file then at the command line:

padre testing.pl

A new padre application opens with the blank file.
