Customisable path to perl

It should be possible to specify which perl you want to use for features that are tied to a perl installation, such as auto-completion.

For example, when doing WebGUI dev you want to see the modules installed in WebGUI's own perl distro rather than the system perl include paths.

(just to clarify, auto-completion is not yet using perl include paths, it just populates from the current file, but one day it will..)

The Perl interpreter is configurable in the preferences now, and used for running the script.
