Default language in Hebrew environment

While it is good that we have Hebrew translation many people using Windows with Hebrew enabled (or Hebrew set in the "Regional settings") still prefer English. More than that, many of them hardly know Hebrew.

So maybe in case of hebrew being the system language we should still default the GUI of Padre to English or let them select the default language on the first start-up (clearly stating they can change it later).
