Describe how to create and submit a patch

For people who have not received commit bit yet, we need a descitpion on how to submit a bug

• open ticket if no ticket yet
• create patch
• attach patch
• notify ppl?

So far I understand these steps are necessary:

1. open ticket
2. write code
3. run perltidy
4. run make test
5. if introducing new dependencies, edit Makefile.PL and check deps.cpantesters.org
6. create patch with svn diff > myfile.patch
7. attach patch
8. notify people

Should this go in Padre::Manual::Hacking?

I think this should be on our wiki (maybe a stand alone page, maybe part of another page)
but it should be linked from Howto
