The instructions for setting up the environemnt to work on the Padre site are not detailed enough

Description

in the folder <ROOT>\template.padre.perlide.org There is a file README which can be used for a beginning user the get there environment set up.

The file was missing instruction explaining the need to setup the templates and so on.
the instructions for running the build is also not clear to someone not familiar with this type of instruction.
