Add to Developer plugin "Resize for screenshot" that sets an ideal size

Padre's screenshots are rather unruly, mainly because they are taken by many people, at many different editor sizes.

Create a new feature for the Padre Developer Plugin which will un-maximise (if needed) and resize Padre to a consistent size intentionally chose to be the best size for taking screenshots of Padre in use on various hosts.
