Drag and drop not working on windows any more

There used to be a feature (on windows) that you could mark some code and drag and drop it to another section in the file.

It does not seem to work any more. r8728

drag and drop still doesn't work in 0.82 on WinXP/Strawberry 5.12.

Drag and Drop works from Padre to external application (notepad) but doesn't work to Padre.

This does not work in linux either, or if it was a windows only feature, would be nice to have it on linux too!
