Clean up and tidy of padre laucher script

Description

I basically separated the code in some subs... _spawn_wx_perl(), _print_version(), and _desktop_integration().

I also created a pod, and used Pod::Usage to generate the help.

We already use tools/tidy_project.pl one all of padre and its plugins.
