the default copyright year isnt dynamic for a perl module

Description

If i generate a new perl module the copyright year is 2008, so its probably some static stuff. I think it would be nextgen to take the current one ;).

The bug is inside an external module.

It was an external module, but now it's a Padre template. Fixed in r8981.
