Allow turning off the individual "beginner mode" checks one-by one

Obviously this should not be some giant hard coded table in
the preferences but some way to tell Padre - when it is showing a particular error - to not check for that error any more - or to accept this specific case as something I'd like to be accepted.

Of course before we reinvent the square wheel we should check out Perl Critic and how this whole thing will be integrated into Perl Critic or work together with it.
