Description

t\15-locale.t generates error messages like this on Windows
that used to break the smoke tester as it was using --merge

2 2 : 2 4 : 4 2 : E r r o r : C a n n o t s e t l o c a l e
t o l a n g u a g e A r a b i c .

There is a workaround in the test script now but we might need to eliminate those warnings on the console anyway.
