padre.exe should be able to be placed in c:\strawberry\perl\site\bin

Advance warning - Strawberry is thinking of splitting user-installed scripts (which would include padre.exe) for the April 2010 version:

From: C:\strawberry\perl\bin
To: C:\strawberry\perl\site\bin

The current launcher, put in c:\strawberry\perl\site\bin\padre.exe, would not be able to find c:\strawberry\perl\bin\wperl.exe, and this needs to be corrected before this change can occur.

Note that we're aiming for April 2010 for relocatable installation, too, but the launcher is good for that.
