'Functions' tab is (will be) redundant

Description
The Outline tab shows used modules, pragmas, and the subroutines defined in a file/package.
The Functions tab show just the subroutines defined in file.
This redundant.
On the other hand, 'Functions' is much faster than 'Outline',
which you can see especially with large files.
So maybe we should keep it for a while.
