tests t/21 to t/28 require a DISPLAY

$ DISPLAY= make test
[... see tests 21 to 28 fail ...]

this seems wrong since those tests are meant to test task behaviour. so they shouldn't need a DISPLAY. if they need it, they should cope with no DISPLAY available, and skip themselves.
