Interface language Dutch (Belgium) does not work

Description

How to reproduce:

  1. Start Padre
  2. Select "Dutch (Belgium)" as the interface language.

Result: The interface is English.

I removed support for nl-be for the time being, as it (a) does not work and (b) there is no particular language file for it, it would fall back to nl-nl Dutch anyway.
